SCAPE is one of the UK’s leading providers of construction frameworks for the public sector.
Since its introduction in 2006, it has partnered with more than 1,000 public bodies to accelerate 12,000 education, defence, healthcare, emergency services, leisure and industrial projects through its OJEU compliant, direct award framework.

Across England and Wales, Morgan Sindall Construction can deliver SCAPE projects up to the value of £75m, while in Scotland it can deliver projects of all values.
Projects can either be directly awarded, or in competition with a second delivery partner in same value banding. Works can also be delivered by Morgan Sindall Construction’s sister companies, including Lovell and Overbury.

To use any SCAPE framework, a simple form called an Access Agreement needs to be signed. You can request this form by clicking here.
Once the agreement is signed, you can work with SCAPE and Morgan Sindall Construction to begin shaping your needs. At completion of this stage you will prepare and sign and a Project Request form.

The Southern Construction Framework (SCF) provides end to end support and an efficient, OJEU compliant construction procurement route for local authorities and other public organisations across the south of England.
A collaboration between Devon and Hampshire County Councils, the framework covers major new build, extension and refurbishment projects.Morgan Sindall Construction has worked collaboratively with the SCF through all five generations of the framework, across all three lots.

The DfE Construction Framework is the main delivery vehicle for the School Rebuilding and Free Schools programmes, amongst others and Morgan Sindall Construction has been appointed to the Medium value band covering projects worth between £6 million and £12 million across England.
Our appointment to the framework in December 2021 reinforces our businesses long-standing relationship with the DfE, having been a construction partner on the previous iteration of the framework for the past four years. During this time we deployed our innovative MySchool design platform to support the design and delivery of over £240 million of school projects.
The Framework is central to the governments ambitious 10-year school rebuilding plan with governing projects worth around £7 billion. It will play a pivotal role in not only in creating better schools, but in providing a social and economic legacy to communities across the country.

Construction West Midlands (CWM) comprises a suite of OJEU-compliant, publicly owned and managed frameworks. CWM is a ready-made delivery vehicle for capital, repair and maintenance works.
The framework is managed by Acivico Ltd, a wholly owned and subsidiary of Birmingham City Council. It provides a flexible, cost effective and OJEU compliant way to procure capital works and can be accessed by public sector bodies, registered charities and third sector organisations operating in the West Midlands region.

The framework delivers cost and time savings via the adoption of a more efficient procurement process. Via CWM and its predecessor, the Birmingham Construction Partnership, it has 17 years track record in the delivery of public sector projects.
Any organisation wishing to access the framework can do so by entering into an access agreement without any obligation to place work through the framework. There are no membership fees to pay and instead, framework management costs are covered by a levy paid by the framework’s contractor partners.
Run by three large midlands-based public sector organisations, they understand the needs of communities in the region, and more importantly, their interests align with those o the people who uses the facilities we build.

CCS are the biggest public procurement organisation in the UK, whilst the CCS Construction Works Framework is a Pan Government public sector focused framework.
They pride themselves on using their commercial expertise to help buyers in central government and across the public and third sectors in their procurement endeavours.
The Framework is endorsed by the Cabinet Office and implements key government policies and strategies. The Framework is structured to accommodate all aspects of construction and is split into six specialist lots, construction works, residential housing, high-rise accommodation, maritime, airfields, demolition/ decommissioning.

NHS Shared Business Services was established by the Department of Health and Social Care (DHSC) in 2005 and is a joint venture between DHSC and Sopra Steria, specialists in IT and digital integration. Its mission is to improve quality, support better patient outcomes and drive better value for money within the NHS.
The £10.5 billion, seven year NHS Shared Business Services Public Sector Construction Works Framework will provide a compliant procurement route to market for all NHS and wider public sector construction works requirements across the UK.

LHC is a central purchasing body providing procurement services in England, Scotland (on behalf of the Scottish Procurement Alliance) and Wales (on behalf of the Welsh Procurement Alliance).
