The Technological Institute of Ceramics (ITC) in Spain has designed this assessment and guidance. The University of Salford has developed the digital application and interface of the guidance tool to facilitate a user-friendly interaction and accessibility.
The guidance tool provides a semi-quantitative assessment of technologies, systems and construction projects about the implementation of circular solutions, through 106 KPIs classified in dimensions and sub-dimensions. The results are analysed per user and draw final conclusions and recommendations to improve circularity performance.

The assessment runs the dimensions and subdimensions as identified in the guidance tool.
The tool allows producing as many assessments as needed, even amending existing ones, being able to compare with previous assessments and improvements made.
The assessment is based in a simple rating scale that compares how a system, technology or construction project is performing against the dimensions and subdimensions evaluated.
The KPIs can be rated from “Much worse” through “Worse”, “Same”, “Better”, to “Much better”, plus an option for “Not applicable”. The idea is that you assess the current performance, mark where it sits on this scale, and this will determine the results in the final report, indicating “Ways to communicate” of good practice and “Ways to improve” the aspects that are not rated so well.
You can classify the urgency and importance of each sub-dimension by scoring them from 1 to 5. This will prioritise the different KPIs and recommendations associated.
Aspects improved - This section highlights the indicators that have demonstrated positive progress in terms of sustainability and circularity within the construction sector.
The improvements reflect the effectiveness of the measures adopted and the growing commitment of each target group to more sustainable practices.
Within the assessment report, improved indicators are presented, allowing for a clear overview of the areas where advances have been made and where good practices can be reinforced, replicated and /communicated.
How to Improve - This section outlines targeted recommendations for enhancing sustainability and circularity within the construction sector, tailored to the specific needs and characteristics of each target group. The analysis is based on the results obtained through the assessment tool, enabling the identification of priority areas for improvement. The indicators with the lowest performance are displayed, allowing efforts to be focused on those aspects that require the most urgent and strategic attention.
How to Communicate - A tailored communication kit has been developed for each target group within the construction sector, aimed at supporting the transition towards greater sustainability and circularity. These kits provide strategic narrative recommendations, highlight key performance indicators, and offer visualisation tools to facilitate understanding and engagement.
Each kit also includes guidance on appropriate communication channels, key messages, and recommended formats to ensure effective dissemination. Additionally, a roadmap is provided to support implementation over time, along with supplementary tools, a practical checklist, and an annex containing a product self-declared environmental claim.
Together, these resources are designed to empower stakeholders to communicate their sustainability efforts clearly, consistently, and credibly.
