A focus is also placed on demonstrating high levels of SME and supply chain engagement, with trade packages competitively tendered and shared with the client for full transparency. It also provides visibility of future pipelines and fostering a collaborative, to ensure an outcomes-based approach to the design and delivery of procurements.
From SCAPE’s transparent pre-market engagement and evaluation processes, through to the project and commercial delivery models that underpin our approach, it has rigorous procedures in place throughout the lifecycle of its frameworks to ensure they are compliant, competitively tendered and driving value for money at every stage.
SCAPE frameworks use a rigorous pre-qualify selection process to ensure that only high-quality, reliable partners are involved.
Approximately 250 contractors registered an interest in being a delivery partner on SCAPE’s National Construction framework, however only 20 contractors were able to demonstrate they had the required capability to deliver the required services and therefore proceed to the PQQ/ITT stage.
The PQQ/ITT process assessed quality and commercial scoring as well as conducting face-to-face interviews. The mechanism of the framework was based on a two-stage open book procurement model, with the contractors overheads, people rates, profit and fees competed in the market at ITT stage.
These were then fixed for the life of the framework, with package procurement costs shared and agreed with the client team on every project.
SCAPE is the only framework that carries out continuous auditing - both at company and project level - to provide clients with the confidence that the framework's principals are being consistently challenged, applied and that best practice is being demonstrated at all stages of a project.

This means every contractor partner provides you the assurance of a fixed cost on these elements on day one. The remaining project cost is then made up of sub-contract packages, every single one is market tested at the point of delivery (with a minimum of three supplier quotations).

To use any SCAPE framework, a simple form called an Access Agreement needs to be signed. You can request this form by clicking here.
Once the agreement is signed, you can work with SCAPE and Morgan Sindall Construction to begin shaping your needs. At completion of this stage you will prepare and sign a Project Request form.
